In the Russian Federation to implement reforms to optimize territorial management through union actors. This should lead to significant relief of Control of the federal center , as well as increase self-sufficiency in the socio- economic development of the enlarged regions. However, in reality there are both positive and negative aspects in the social and economic development. One example was the Kamchatka region, which was formed by combining the Kamchatka Oblast and Koryak Autonomous Okrug.
